As of April 2026, there is no single state price list for all notarial services in Ukraine. The final price depends on the type of notarial act, the city, the complexity of the document, the number of parties, the number of property items, the need to check registers, drafting a contract, urgency, and whether the client uses a state or private notary.

A power of attorney is one of the most common notarial services. Its cost depends on the scope of authority, the term, the number of representatives, the number of principals, the type of property and the need to enter information into the relevant registers.

In 2026 a simple power of attorney for representation usually costs 800–1,500 грн. A power of attorney for a vehicle, real estate, banking operations, or broad representation can cost 1,000–2,500 грн. A general power of attorney in large cities can reach 3,000–3,500 грн, especially if the document is complex, contains many powers or is prepared urgently.

The cost of a power of attorney is influenced by:

  • type of power of attorney — simple, special, general;
  • number of powers granted to the representative;
  • term of the document;
  • number of persons issuing the power of attorney;
  • need to use a special form;
  • verification of data in registers;
  • complexity of wording the powers.

Usually the cheapest are short powers of attorney for a single action. The most expensive are powers of attorney for disposing of real estate, corporate rights, vehicles or bank accounts.

Issuing a certificate of the right to inherit real estate often costs from 3,000 to 6,000 грн per separate action or object. If there are multiple heirs, many assets, incomplete documents or additional inquiries are required, the total amount can exceed 10,000–15,000 грн.

An open Kyiv price list shows the following benchmarks: opening an inheritance — from 2,500 грн, subsequent applications — 700 грн, issuing a certificate for real estate — 5,000 грн, for vehicles — 3,000 грн, for bank deposits — 2,000 грн, agreement on distribution of inheritance — 3,000 грн.

The cost of an inheritance case depends on:

  • the number of heirs;
  • whether or not there is a will;
  • the number of real estate objects;
  • presence of vehicles, corporate rights, deposits;
  • need to obtain documents;

  • existence of a dispute among heirs;

The largest expenses arise when certifying real estate contracts: apartments, houses, land plots, non-residential premises, shares in ownership. Here it is necessary to separate payment for the notary’s work and mandatory payments that are not the notary’s income.

In 2026 the notary’s work on a real estate sale and purchase agreement on average may cost 6,000–15,000 грн. In Kyiv and large cities the price is often closer to the upper limit, especially if the deal is complex, there is a mortgage, a power of attorney, multiple sellers, minors, inherited real estate, shares or additional checks.

Separate mandatory payments must be taken into account. The Пенсійний фонд України in 2026 explains that when acquiring real estate a levy for compulsory state pension insurance is paid at 1% of the value of the property indicated in the sale and purchase agreement.

How much notarial acts with a car cost

Today vehicle sales are more often processed through MVS service centers, but notarial powers of attorney for cars remain popular. A power of attorney for use, representation or disposal of a vehicle in 2026 usually costs 1,000–2,500 грн.

It should be understood that selling a car by power of attorney does not change ownership. The Main Service Center of the MVS explains: if disposal of a vehicle is carried out through an authorized person, taxes are still paid on behalf of the owner, and the representative only acts on the basis of the power of attorney.
