What Income Indexation Means
Income indexation is a mechanism for partial compensation for price increases. For an employee, it affects the salary amount, while for a pensioner – the size of the pension payment. However, the calculation rules differ.
The key factor for salary is the consumer price index, which the State Statistics Service publishes monthly. Indexation occurs when the accumulated index exceeds the legally established threshold of 103%. Pensions are recalculated using a different formula – it takes into account both consumer prices and the dynamics of the average salary.
In 2026, an employee’s income is not fully indexed. The calculation uses the amount within the subsistence minimum for a working-age person – 3,328 UAH. The subsistence minimum itself, its impact on social payments, and other calculations are thoroughly examined in the article “Subsistence Minimum 2026 – New Sizes and Social Standards in Ukraine”.
How Salary Indexation Works in 2026
The rules are defined by legislation on indexation of monetary incomes and Order No. 1078. In 2026, there is another peculiarity. Article 41 of the Law of Ukraine “On the State Budget of Ukraine for 2026” states that the consumer price index for indexation is calculated cumulatively starting from January 2026. The indexation amount accumulated in December 2025 was not applied in January 2026.
That is why the calculation effectively started anew during the year.
When the Right to Salary Indexation Arises
The threshold is 103%. Exceeding this figure triggers indexation, but the employee does not receive it in the same month when prices rose. The calculation depends on the timing of index publication and the accumulated coefficient.
In practice, the employer must consider:
- the month of the last increase in the tariff rate or official salary;
- the accumulated consumer price index;
- the subsistence minimum for a working-age person;
- the amount of salary increase if the official salary was revised;
- the actual time worked by the employee;
These indicators cannot be replaced simply by comparing the current salary to last year’s. Salary indexation has its own calculation procedure.
As of October 2026, the State Labour Service reports: for the base January 2026, the coefficient is 4.2%, and for February – 3.1%. The respective amounts for a fully worked month equal 139.78 UAH and 103.17 UAH. For employees whose salaries were raised in March 2026 or later, the right to current indexation had not yet arisen in October.
How to Calculate Salary Indexation
The formula is quite simple:
Indexation amount = subsistence minimum for a working-age person × indexation coefficient.
For example, with a coefficient of 4.2%:
3328 × 4.2% = 139.78 UAH.
Even if a person earns 20,000 or 40,000 UAH, the coefficient is not applied to the entire salary. Only the portion of income within 3,328 UAH remains indexed.
What Happens After a Salary Raise
A salary increase can change subsequent calculations. The increase in the fixed parts of income matters.
The algorithm is as follows:
- Determine the indexation amount the employee would be entitled to in the month of the raise.
- Calculate the salary increase due to the raise in official salary or tariff rate.
- Compare both amounts.
- If the raise is greater than the due indexation, no indexation is applied that month.
- If the raise is smaller, the employee is paid the difference between the due indexation and the raise amount.
For example, if the employee is entitled to 139.78 UAH indexation but the fixed salary increased by 80 UAH, then the difference would be 59.78 UAH under the respective conditions.
If a dispute arises regarding unpaid salary, indexation, or other labor payments, the category of legal consultations is available on Poshuk.info.
Pension Indexation in 2026
Pension indexation works differently. The legislation does not provide for simply multiplying the entire amount a pensioner receives to their card by the inflation rate.
From March 1, 2026, the Cabinet of Ministers applied a coefficient of 1.121, i.e., the calculated indicator was increased by 12.1%.
This coefficient was formed from two components:
- 50% of the inflation rate for 2025, which was 8.0%;
- 50% of the growth rate of the average salary, from which insurance contributions were paid – 16.11%;
Together, the formula yielded a coefficient of 1.121. At the same time, the indexation applies to the indicator of average salary involved in the pension formula, not automatically to every hryvnia of the actual pension payment.
How Much Pensions Increased
According to the Pension Fund of Ukraine, indexation from March 1, 2026, covered pensions assigned up to and including December 31, 2025.
The recalculation results are as follows:
- minimum increase – 100 UAH;
- maximum increase – 2,595 UAH;
- pensions were increased for 9.5 million people;
- average increase was 648.93 UAH;
- average pension size after the March recalculation was 7,137.26 UAH;
Thus, the phrase “pension indexation by 12.1%” does not mean that each pensioner’s payment was simply increased by 12.1%. The actual amount depends on the type of pension, year of assignment, average salary indicator, insurance length, individual earnings coefficient, supplements, and established limits. The official recalculation summaries were published by the Pension Fund of Ukraine.

Why Pensions Could Have Increased Less Than 12.1% After Indexation
The total pension payment amount often consists of several parts. This includes the main pension amount, supplements, increases, bonuses, and other components. Not all of them increase according to the same formula.
Therefore, before checking the calculation, you should:
- Compare payments before and after March 1, 2026.
- Check the main pension amount separately from supplements.
- Find out which average salary indicator was used in the pension file.
- Check insurance length and individual earnings coefficient.
- Obtain information about the recalculation performed from the Pension Fund.
The mere difference between two amounts on the bank card is not enough to conclude on the correctness of indexation. If the Pension Fund did not consider length of service, earnings, due coefficient, or refuses recalculation, it is possible to contact a pension lawyer.
How Salary Indexation Differs from Pension Indexation
The main benchmark for salary is the accumulated consumer price index and the threshold of 103%. The amount is calculated within the subsistence minimum for a working-age person. In October 2026, this means a maximum current indexation of 139.78 UAH for an employee with a base January under the condition of full employment and a fully worked month.
The pension mechanism is broader. It simultaneously considers inflation and changes in the average salary, from which insurance contributions were paid. In 2026, the overall coefficient of the March indexation was 1.121, but the specific result for each pension case was determined individually.
