How the Minimum Subsistence Level Changed in 2026
From January 1, 2026, a new minimum subsistence level is in effect in Ukraine. It was established by the Law of Ukraine “On the State Budget of Ukraine for 2026” No. 4695-IX. Minimum Subsistence Level for a Child and Alimonies

The Family Code establishes a clear lower boundary. The minimum guaranteed amount of alimonies for one child cannot be lower than 50% of the minimum subsistence level for a child of the corresponding age. The recommended minimum amount equals 100% of the respective minimum subsistence level and may be assigned by the court if the payer’s income allows.
In 2026, the calculation looks like this:
- For a child under 6 years, the minimum guaranteed alimony amount is 1408.50 UAH.
- For a child from 6 to 18 years, the minimum guaranteed amount is 1756 UAH.
- The recommended amount for a child under 6 years is 2817 UAH.
- The recommended amount for a child from 6 to 18 years is 3512 UAH.
This does not mean every case automatically ends with the assignment of exactly this amount. The court takes into account income, property status, health condition, presence of other children, and other circumstances defined by the Family Code.

Support for Low-Income Families
The appointment of state social assistance uses not just the full minimum subsistence level but the so-called coverage rate of it.
In 2026, the following proportions are established:
- for working-age persons – 60%;
- for persons who lost working capacity and persons with disabilities – 100%;
- for children – 145% of the corresponding minimum subsistence level.
These indicators are directly stipulated by Article 9 of the Law on the State Budget for 2026.
In monetary terms, the basic values for calculating assistance are 1996.80 UAH for a working-age person, 2595 UAH for a person who lost working capacity, 4084.65 UAH for a child under 6 years, and 5092.40 UAH for a child aged 6 to 18 years.

What Changed for Single Mothers
Support for children of single mothers in 2026 does not have a uniform fixed amount for all recipients. The Pension Fund explains that the payment is determined as the difference between the minimum subsistence level for a child of the corresponding age and the average monthly income of the family per person.
For this calculation, the following are applied:
- 2817 UAH – for children under 6 years;
- 3512 UAH – for children from 6 to 18 years;
- 3328 UAH – for children aged 18 to 23 years continuing studies in cases defined by law.
Thus, the rise in the minimum subsistence level increased the threshold within which support can be determined.
How Pensions Changed Due to New Social Standards
The increase of the minimum subsistence level for persons who lost working capacity from 2361 to 2595 UAH became the basis for automatic recalculation of some pension payments.
The Pension Fund notes that for non-working pensioners with full insurance experience, the minimum pension size by age increased by 234 UAH — up to 2595 UAH. The maximum pension size, defined as ten times the respective minimum subsistence level, is 25,950 UAH.
A separate rule applies to non-working persons aged 65 or over with required insurance experience — at least 30 years for women and 35 years for men. After the minimum wage increase, their minimum pension under these conditions cannot be less than 3458.80 UAH, i.e., 40% of the minimum wage.
Minimum Wage in the System of Social Standards
From January 1, 2026, the minimum salary is 8647 UAH per month and 52 UAH per hour. For comparison, in 2025, the monthly minimum wage was 8000 UAH. The increase was 647 UAH, or about 8.1%.
The minimum subsistence level and minimum wage are different indicators. The first is used as a social norm and as a calculated value in cases defined by law. The second sets the minimum state guarantee for remuneration.
Changes for Internally Displaced Persons (IDPs)
The increase in the minimum subsistence level also affected the criteria for extending housing assistance for internally displaced persons.
In 2026, the income criterion for the relevant categories of IDPs is equal to four minimum subsistence levels for persons who lost working capacity:
2595 UAH × 4 = 10,380 UAH.
If the average monthly total income per recipient meets the established conditions and does not exceed this threshold, the payment may be extended. For certain categories, the legislation provides for continued assistance without applying this income criterion.

What the Minimum Subsistence Level Might Be in 2027
The current Budget Declaration for 2027-2029 anticipates further increases in social standards. For 2027, the approximate minimum subsistence level per person is set at 3559 UAH. For working-age persons, the forecast is 3691 UAH; for children under 6 years – 3124 UAH; for children from 6 to 18 years – 3895 UAH; and for persons who lost working capacity – 2878 UAH.
These are forecast figures. The final minimum subsistence level amount for 2027 must be established by a separate Law of Ukraine on the State Budget.
