How Is a Subsidy Different from a Benefit

Subsidies and benefits help reduce expenses on housing and communal services but operate differently. A housing subsidy is targeted state assistance to a household that, based on its income, cannot fully pay for communal services. Benefits arise from a legally defined status of a person and provide discounts on certain services.

  • persons with disabilities due to the war are entitled to a 100% discount within established limits;
  • combatants have a 75% discount;
  • war participants have a 50% discount under conditions defined by law;
  • family members of the deceased in cases defined by law have a 50% discount;
  • large families may receive a 50% discount on housing and communal services under established conditions;

What Income Qualifies for a Benefit in 2026

For example, for a typical household, overdue communal debt over 680 UAH for more than three months may block subsidy assignment, but repaying, restructuring debt, or disputing it allows resolution of the issue.

How to Apply for Benefits on Communal Services

The right to a benefit must be confirmed by the relevant status and information in the Register of Persons Eligible for Benefits. If a person receives the status for the first time, the data must be entered into the register, after which an application for the benefit should be submitted.

The practical procedure looks like this:

  1. Verify the document that confirms the right to benefits.
  2. Check the presence of information in the Register of Persons Eligible for Benefits.
  3. If needed, submit an application to enter data into the Register.
  4. Submit an application for the provision of benefits on housing and communal services.
  5. Notify the Pension Fund of changes that may affect the right or amount of assistance.

After identifying the reason for denial, you can:

  • submit missing documents;
  • correct erroneous or outdated information;
  • repay or restructure housing and communal service debt;
  • provide documents proving actual residence;
  • appeal the debt information or decision in the legally prescribed manner;
