Map of Popular Legal Services by Cities of Ukraine

Which Legal Services Are Most Often Needed by Ukrainians

There is no unified official statistics in Ukraine showing, for example, that corporate legal services are most often ordered in Kyiv, and migration services in Lviv. Therefore, the demand map is correctly built on several indicators: the structure of local business, the number of legal inquiries, the nature of property relations, migration processes, and relevant legal issues of the region.

The scale of overall demand is well demonstrated by the state system of free legal aid. From January 1 to September 9, 2026, bureaus and online platforms registered 349,973 client inquiries, lawyers processed 141,020 phone calls, and in criminal proceedings, 69,009 assignments were issued for appointing an attorney.

These figures do not reflect the entire commercial legal services market but well demonstrate the scale of the need for professional legal assistance among individuals and businesses.

Kyiv – Corporate Law, Business and Litigation

Kyiv concentrates a large number of companies, banks, international business representations, and central government bodies. Because of this, legal services in Kyiv cover a wide range of corporate and private matters.

The most characteristic directions are as follows:

  • registration of LLCs and other legal entities;
  • corporate agreements and changes in ownership structure;
  • tax and commercial disputes;
  • debt collection;
  • licensing of certain types of activities;
  • property due diligence before purchase;
  • court representation;
  • legal support of investment transactions;

For new businesses, the question of choosing the method of state registration is especially relevant. On Poshuk.info there is a practical guide “Online LLC Registration in 2026”, which breaks down online and offline options for company formation.

Lviv – Real Estate, Migration and International Business

In Lviv, entrepreneurship, IT, real estate rental, tourism, and cooperation with European partners play a significant role. This creates demand not only for classic legal services but also for support of cross-border relations.

In practice, clients may need:

  • review of purchase and lease agreements for real estate;
  • business formation and corporate changes;
  • legal review of international contracts;
  • residence permits and migration law issues;
  • family and inheritance matters;
  • debt collection from Ukrainian and foreign counterparties;

It is especially important to check which country’s law governs the international contract and which court or arbitration body will hear a potential dispute. A single phrase in a contract sometimes defines the entire subsequent process of protecting interests.

Odesa – Real Estate, Logistics and Contractual Relations

Odesa is traditionally linked with transport, logistics, maritime infrastructure, trade, and real estate. Accordingly, the local demand for legal assistance often combines civil and commercial issues.

A typical set of tasks may look like this:

  1. Verification of rights to an apartment, house, land, or commercial real estate.
  2. Analysis of supply, transportation, and service contracts.
  3. Collection of receivables.
  4. Representation in commercial and civil disputes.
  5. Support in inheritance and family matters.

Interestingly, the Odesa region ranked among the top five regions with the highest number of cases providing free secondary legal aid in civil and administrative matters based on 2025 results — 3,248 cases. This indicator reflects the state free legal aid system, so it cannot be directly equated with the commercial legal service market.

Dnipro – Commercial Disputes, Debts and Corporate Issues

Dnipro remains a major entrepreneurial and industrial center. Here, legal support is often needed in relations between companies — in deliveries, contract performance, debt collection, corporate changes, and legal conflicts.

A separate issue is business closure. It is important to distinguish true liquidation of a legal entity from changes in owner or director. The procedure is discussed in detail on the Poshuk.info page “Company Liquidation”.

Kharkiv – Administrative, Property and Military Cases

Kharkiv combines large business, industry, university environment, and significant private sector. After the start of the full-scale war, the structure of legal requests additionally changed.

Relevant areas include:

  • compensation for damaged or destroyed property;
  • inheritance in territories related to combat actions;
  • establishing legal facts;
  • military service issues and social guarantees;
  • administrative disputes with government bodies;
  • labor and contractual disputes;
  • criminal defense;

According to 2025 results, the Kharkiv region was among the top five regions with the largest number of cases providing free legal aid in civil and administrative matters—3,931. For comparison, Kyiv had 6,109 such cases.

Zaporizhzhia – Property, Business and Social Rights

In Zaporizhzhia, corporate and contractual issues are complemented by a significant number of cases related to the war. People need consultations regarding damaged property, documents, social payments, labor relations, and inheritance.

For enterprises, commercial contracts, debts, settlements with counterparties, and court representation remain relevant. Often one case simultaneously covers several areas of law.

Vinnytsia, Ternopil and Ivano-Frankivsk – Family, Inheritance and Entrepreneurial Law

In regional centers, a significant portion of inquiries comes from individuals and small businesses. These include divorces, alimonies, property division, inheritance, land, real estate, contracts, business registration, and tax issues.

Data from the free legal aid system shows that the geography of inquiries does not always directly depend on city size. For example, Ternopil region issued 5,626 orders for providing secondary legal aid in civil and administrative matters in 2025 — one of the highest indicators among regions.

Which Legal Services Remain Universal for All Cities

There are categories for which demand depends little on the region. They are relevant both for Kyiv, for regional centers, and for small towns.

Most often these include:

  • consultation with a lawyer or attorney;
  • family disputes;
  • inheritance;
  • real estate;
  • debt collection;
  • criminal defense;
  • administrative disputes;
  • business registration and support;
  • preparation of contracts and procedural documents;

On Poshuk.info, there is a separate category for such situations “Consultation with an Attorney and Lawyer”, through which you can find a specialist of the appropriate profile.

How to Choose a Lawyer in Your City

The city itself does not determine the quality of legal assistance. It is much more important to find a specialist who regularly works with the required category of cases.

Before signing a contract, it is worth taking several steps.

  1. Define the exact category of the legal issue.
  2. Check the specialist’s experience in similar cases.
  3. Ask to explain possible scenarios and legal risks.
  4. Clarify the full or phased cost of work.
  5. Fix the scope of services and payment procedure in the contract.
  6. If you need specifically an attorney, verify their information in the official Unified Register of Attorneys of Ukraine.

The Unified Register of Attorneys of Ukraine has been operating since January 16, 2013. Through it, you can verify information about a specific attorney and their certificate.

Some legal services can now be obtained remotely. This is especially convenient for consultations, contract analysis, document preparation, and case support where the client’s personal presence is not required.
