The current service page “Change of Place of Residence” in Diia explicitly states: if a foreigner has a residence permit, to declare the place of residence they need to personally apply to the CNAP (Center for Administrative Services). Step-by-Step Procedure for Registering a Foreigner’s Place of Residence

The procedure is as follows:

  1. Check the validity of your temporary or permanent residence permit.
  2. Prepare the foreigner’s passport and a notarized translation of the page with personal data.
  3. Prepare the housing document or arrange the personal participation or consent of the owner if required.
  4. Apply to the registration authority or the appropriate CNAP.
  5. Submit the application and necessary documents.
  6. Pay the administrative fee.
  7. Verify entry of the new address into the territorial community register.
  8. If necessary, obtain an extract about the place of residence.

How Much Does Registration of a Foreigner Cost in 2026?

The administrative fee size is tied to the subsistence minimum for able-bodied persons established as of January 1 of the respective year. In 2026, it is 3,328 UAH.

  • 83.20 UAH – if the 30-day term is violated;
