Most often, citizens apply for the following types of support:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>discounts on utility bills and housing payments;<\/li>\n\n\n\n<li>preferential or free medical services for categories defined by law;<\/li>\n\n\n\n<li>preferential transport fares for certain categories;<\/li>\n\n\n\n<li>assistance in purchasing solid fuel and liquefied gas;<\/li>\n\n\n\n<li>housing, educational, and other guarantees for veterans, military families, and families with children.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The specific list must be checked according to the beneficiary&#8217;s status, as one category may have a 100% discount on utilities, another 75%, 50%, or 25% within established social norms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Benefits for Combatants in 2026<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Combatants belong to categories eligible for housing and utility benefits regardless of family income. The normative area for this benefit is 21 square meters per family member permanently residing in the dwelling plus 10.5 square meters for the family.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike combatants, large families are subject to an income criterion. For a family applying for the status for the first time, registration in the Register of beneficiaries and submission of an application are required.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who Else is Eligible for Benefits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The procedure depends on specific legislation and the category of the person. In 2026, eligibility for certain housing and utility benefits based on income includes some military veterans, rehabilitated persons, specific groups affected by the Chernobyl disaster, as well as parents and family members of military personnel who died, passed away, or went missing in service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a significant number of such beneficiaries, the key indicator is UAH 4,660 per person. This is calculated based on the subsistence minimum for a working-age person of UAH 3,328, multiplied by 1.4 and rounded to the nearest 10 UAH.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If income exceeds the threshold, eligibility for a specific benefit may not arise, but the household can check the possibility of receiving a housing subsidy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Will Change in 2027<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As of August 10, 2026, the final Law of Ukraine &#8220;On the State Budget of Ukraine for 2027&#8221; has not yet been adopted. The Ministry of Finance continues to formulate the draft, planned to be submitted to the Cabinet of Ministers by September 8 and to the Verkhovna Rada by September 15, 2026. Therefore, fixed amounts, income limits, and some budgetary parameters for 2027 should not be considered final.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the Budget Declaration for 2027-2029 foresees an increase in the subsistence minimum by the level of inflation plus 2 percentage points and continuing support for veterans and people affected by armed aggression. In simple terms, basic legislative rights remain, but financial limits and parameters depending on the budget may be revised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When checking eligibility in 2027, it is advisable to follow this algorithm:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>verify current status and the confirming document;<\/li>\n\n\n\n<li>clarify whether the specific benefit depends on income;<\/li>\n\n\n\n<li>check the new subsistence minimum and income threshold;<\/li>\n\n\n\n<li>check current social norms for utility consumption;<\/li>\n\n\n\n<li>submit or update information in the Register of beneficiaries.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This approach allows determining who is eligible, the applicable discount rate, and how to receive the appropriate support without relying on outdated indicators.
