To operate a gas station (AZS), LPG station (AGZS), gas point, fuel depot, or a company reselling gasoline, diesel fuel, or liquefied gas, it is first necessary to correctly determine the type of activity. Selling fuel in consumer containers up to 5 liters inclusive does not require a license for wholesale, retail trade, or storage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main types of permits depend on the method of sale and the presence of an actual trading location:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A retail license is issued for each individual gas station, LPG station, or other fuel dispensing point for the end consumer;<\/li>\n\n\n\n<li>A wholesale license with a trading location is issued separately for each warehouse or property complex;<\/li>\n\n\n\n<li>A wholesale license without a trading location is issued once at the location of the business entity;<\/li>\n\n\n\n<li>A storage license is required for each place where fuel is stored outside the licensed gas station, wholesale warehouse, or production facility;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Retail trade is allowed only from an officially declared location equipped for receiving, storing, and dispensing fuel. Before submitting documents, it is necessary to notify the State Tax Service (DPS) of all facilities through which the activity will be carried out, including submitting updated information using form No. 20-OPP. The data on address, type of facility, and identifier must match the license application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To launch a fuel business, not only the company but also the material and technical base must be prepared. Using solutions such as <a href=\"https:\/\/poshuk.info\/en\/categories\/legal-services-in-ukraine\/nominee-service\/\" data-type=\"page\" data-id=\"5949\">nominal service<\/a> does not replace title, construction, and permitting documents for the facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basic set includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Documents proving ownership or use rights of the land plot with cadastral number;<\/li>\n\n\n\n<li>Certificate of acceptance into operation of the constructed facility if commissioned after May 1, 2011;<\/li>\n\n\n\n<li>Technical passport, inventory case, or certificate of technical characteristics for older facilities;<\/li>\n\n\n\n<li>Permit for high-risk operations and operation of relevant equipment or declaration of conformity of the material and technical base;<\/li>\n\n\n\n<li>Data about the cash register (RRO), tanks, their capacity, and fuel dispensing equipment;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If documents for land or real estate are issued to another person, the applicant must additionally confirm the lawful right to use the facility. Excise warehouses in cases specified by the Tax Code are equipped with registered flow meters and level gauges, and settlements with buyers are made through a registered RRO.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to Submit a License Application<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before applying, it is worth verifying information in the Unified State Register, tax registration, land documents, technical passports, and form No. 20-OPP. <a href=\"https:\/\/poshuk.info\/en\/categories\/business-licensing-in-ukraine\/fuel-sales-license\/\" data-type=\"page\" data-id=\"9858\">Consultation on obtaining a license<\/a> helps determine whether retail, wholesale, and storage permits are required simultaneously and resolve discrepancies before the DPS inspection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The registration process is as follows:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Determine the type of license and each location of activity.<\/li>\n\n\n\n<li>Register taxable objects and verify the correctness of addresses and identifiers.<\/li>\n\n\n\n<li>Formalize rights to land, real estate, tanks, and technological equipment.<\/li>\n\n\n\n<li>Obtain permits or submit an occupational safety declaration.<\/li>\n\n\n\n<li>Register the cash register (RRO), excise warehouse, tanks, flow meters, and level gauges if required by the business model.<\/li>\n\n\n\n<li>Pay the first annual fee for the relevant type of license.<\/li>\n\n\n\n<li>Submit the application with attachments to the licensing authority in electronic or paper form.<\/li>\n\n\n\n<li>Verify receipt of an extract from the Unified Register of Licensees and Fuel Circulation Locations.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">For electronic submission, forms J\/F1304505 for retail trade, J\/F1304306 for wholesale trade, and J\/F1304606 for fuel storage are used. The right to operate arises after the information is entered in the corresponding register, not from the date of payment or submission of the application.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Processing Time and License Cost in 2026<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The State Tax Service considers applications for retail fuel trade, wholesale trade with a place, and ordinary storage within 20 working days. For wholesale trade without a place, the term is up to 10 working days. No later than the next working day after the decision, data are entered into the register or a reasoned refusal is sent to the applicant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, the minimum wage, from which payment is calculated, is 8,647 UAH. Fuel licenses are indefinite but payments are made annually before the start of the next annual period.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Retail fuel trade &#8211; 3,026.45 UAH per location;<\/li>\n\n\n\n<li>Wholesale trade with a place &#8211; 6,917.60 UAH per location;<\/li>\n\n\n\n<li>Wholesale trade without a place &#8211; 17,294 UAH;<\/li>\n\n\n\n<li>Fuel storage &#8211; 1,297.05 UAH per location;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The first payment is made before receiving the license. The refusal decision must contain a specific legal basis, after rectifying which documents can be submitted again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The desire to <a href=\"https:\/\/poshuk.info\/en\/categories\/sale-of-companies\/kompaniyi-z-litsenziyeyu-na-prodazh-palyva\/\" data-type=\"page\" data-id=\"9904\">buy a ready-made company<\/a> does not automatically solve the issue, as the right to trade is tied to the licensee, type of activity, and specific location. Before purchasing, it is necessary to check the register, tax debts, excise warehouses, validity of permits, rights to facilities, and history of inspections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For retail fuel sales without a license in 2026, the fine is 45 minimum wages &#8211; 389,115 UAH. For wholesale trade or ordinary storage without a corresponding permit, the fine is 85 minimum wages &#8211; 734,995 UAH.
