It serves as the basis for obtaining a Ukrainian visa (type C, D, or transit B). In the absence of an invitation, a citizen of a country with a visa regime cannot get a visa or risks being refused entry at the border. An invitation is most often required for those who plan a trip for private (visiting friends or family) or business purposes. It helps the consulate be confident in the legitimacy of the trip and the guest\u2019s financial solvency (since the host assumes \u201cguarantees\u201d for the stay).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Foreigners from visa-free countries (for example, citizens of the EU or the USA) may enter Ukraine without a visa for short periods (up to 90 days), so an invitation is not required for ordinary tourism. However, if they need to obtain a long-term or work visa, they still follow the same rules as other foreigners. The purpose of this article is to help everyone planning a visit to Ukraine (tourists, students, businesspeople, families, fianc\u00e9s, etc.) understand whether and when an invitation is needed, and how to arrange it step by step.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Legal basis<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The issuance of invitations is regulated by the legislation of Ukraine. In particular, the Procedure for issuing invitations is approved by the Order of the Ministry of Internal Affairs of Ukraine dated 15.11.2013 No. 1104. It establishes that an invitation is required for foreigners entering with the purpose of visiting or working (except for tourist trips within visa-free travel). The Law of Ukraine \u201cOn the Legal Status of Foreigners and Stateless Persons\u201d also stipulates that a foreigner must have grounds for staying in Ukraine (including an invitation for a visa). If a foreigner plans to study, an invitation is added to the procedures at the Ministry of Education (a university issues it through the electronic \u201cStudy in Ukraine\u201d system).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, the regulatory framework includes the Law of Ukraine on the legal status of foreigners and orders of the Ministry of Internal Affairs and resolutions of the Cabinet of Ministers, which detail the invitation procedure (for example, Order No. 1104\/2013).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Types of invitations<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">By purpose of travel, several main types of invitations are distinguished:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Business invitation \u2013 issued by a Ukrainian legal entity or company (for example, a registered LLC, representative office, branch, or government body). It is used for business trips, negotiations, conferences, signing contracts, etc.<\/li>\n\n\n\n<li>Private (guest) invitation \u2013 issued by a natural person (Ukrainian citizen or foreigner with a residence permit), usually a relative, friend, or fianc\u00e9(e). It is issued for visits for rest, holidays, or private events.<\/li>\n\n\n\n<li>Tourist invitation \u2013 issued through a travel agency for a trip with a tourist purpose. A tour operator or agency buys or obtains a license for invitations and issues it to the tourist.<\/li>\n\n\n\n<li>Study invitation \u2013 issued by a Ukrainian educational institution (university, language school, etc.). After admission, the foreigner receives an official invitation from the university, which is registered at the Ministry of Education and allows them to obtain a student visa.<\/li>\n\n\n\n<li>Work invitation \u2013 issued by an employer. In this case, before the invitation, the company must obtain a work permit for the foreigner (from the Ministry of Social Policy). After receiving the permit, the employer issues an invitation for the foreigner to obtain a work visa.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Other types of invitations (diplomatic, official, humanitarian) are less commonly used for private travel. Important: an invitation is usually issued for a specific period and purpose. The maximum duration of stay under an invitation is 90 days (usually single or double entry). A longer stay is arranged differently (for example, via a long-term visa and residence permit).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who can issue an invitation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Only the host \u2013 i.e. the person or organization in whose interest the foreigner comes \u2013 can issue an invitation. Such a host can be:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A legal entity registered in Ukraine (enterprise, institution, organization, branch of a foreign company, representation of a foreign or international body).<\/li>\n\n\n\n<li>A natural person: a citizen of Ukraine or a foreigner\/stateless person with a valid residence permit (temporary or permanent) in Ukraine.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For example, a business invitation is initiated by a company in Ukraine (the director or other authorized person signs and seals the document). A private invitation is initiated by a natural person: they fill out the corresponding application at a notary (this person may also be a foreigner with a residence permit). Notarization is required only for a private (guest) invitation; a business invitation is issued on the company\u2019s letterhead without going to a notary.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requirements for an invitation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An invitation is issued in written form in Ukrainian (foreign languages are allowed in visa conventions or international documentation, but for a Ukrainian visa, a Ukrainian text with a notarized translation is required if needed). It must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Host\u2019s details: full name, passport details (series\/number of passport or ID-card), tax number, residence address or company address; if the host is a foreigner \u2013 their residence permit details.<\/li>\n\n\n\n<li>Guest\u2019s details: full name and passport details of the foreigner (copies and certified translations are presented); date of birth, citizenship.<\/li>\n\n\n\n<li>Purpose of visit and duration of stay: clearly state the reason for the trip (business meeting, visiting relatives, studying, etc.), date of entry and departure from Ukraine (requested dates and their range). For a guest invitation, it is advisable to indicate the number of entries\/exits and the residence address in Ukraine.<\/li>\n\n\n\n<li>Financial obligations: wording that the host undertakes to cover expenses related to the guest\u2019s stay (accommodation, food, medical care) and, if necessary, their departure from Ukraine. Usually this sentence is added as a separate clause in the text.<\/li>\n\n\n\n<li>Stamp and signature: a business invitation must have the host company\u2019s seal and the director\u2019s signature (no notarization required). A private invitation bears the host\u2019s signature and the notary\u2019s seal (using a standard notarial invitation form).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The invitation format is usually provided by the migration service (for business invitations) or by a notary (for private invitations). A sample content can be taken from official guidelines: lawyers recommend indicating in the text the travel route, place of residence, and obligations regarding expenses.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Document package<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To issue an invitation, the host submits a package of documents. Usually, the following are required:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For citizens and natural persons: Ukrainian passport or ID-card; tax number.<\/li>\n\n\n\n<li>For a legal entity: registration documents (extract from the company register, articles of association or registration certificate), information about the director; a register extract with key company data.<\/li>\n\n\n\n<li>Copy of the guest\u2019s passport: copy of the foreigner\u2019s passport data page with photo (certified translation into Ukrainian).<\/li>\n\n\n\n<li>Financial documents: bank statement or certificate confirming the host\u2019s funds (to prove ability to support the guest); typically, the host must show an amount of at least 62 euros per day of stay.<\/li>\n\n\n\n<li>Accommodation documents: if the invitation is for a specific trip, sometimes a copy of the rental agreement or certificate of residence is added (to show where the guest will stay).<\/li>\n\n\n\n<li>Application form or invitation text: a completed template or handwritten text describing the details of the trip. For a business invitation, a letter on the company\u2019s letterhead about the purpose of the trip and guarantee of covering expenses is added.<\/li>\n\n\n\n<li>Payment receipt: mandatory state fee for the invitation issuance. Without this payment, the invitation will not be registered.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All foreigner\u2019s documents (passport, certificates) must be submitted with Ukrainian translation. Usually, scanned copies are sufficient for submission, while originals are shown upon request. If the invitation is issued by a notary, an original passport must be presented.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Invitation issuance procedure in Ukraine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Private invitation: the host submits the collected documents (both parties\u2019 passports, forms, payment receipt) to a notary office in Ukraine. The notary draws up and certifies the invitation text (without contacting the migration service). This usually takes one day. The original notarized invitation must then be sent to the foreigner (for example, via Nova Poshta Global or DHL) \u2013 this is the document to be presented at the consulate and at the border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Business invitation: the legal entity prepares the document package and submits it to the territorial body of the State Migration Service (SMS) or a service center providing migration services. By law, the invitation is issued within 20 working days from the date of submission. There is also an urgent option \u2013 10 working days for double the fee. The invitation is signed by an SMS official and sealed by the migration service (it is generated in the electronic system and then printed). After issuance, the invitation is sent to the foreigner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Study invitation: the educational institution registers the invitation through the electronic \u201cStudy in Ukraine\u201d system. After registration, the foreigner receives the official document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After getting the invitation, the foreigner or the host submits it to the Ukrainian consulate abroad together with other visa documents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How the invitation is used for obtaining a visa<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An invitation serves as the basis for a visa: it gives the right to apply for a Ukrainian visa of type C, D, or transit B. The foreigner attaches the original or notarized copy of the invitation to the consular application package. The consul checks whether it is correctly prepared (especially dates, duration of stay, and matching passport data). If everything is correct, the corresponding visa is placed in the passport.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a D visa (long-term), a specialized invitation or contract from the Ukrainian side is required. For a D visa (working, study, etc.), it is necessary to have documentary confirmation of the purpose of the trip \u2013 an invitation or contract \u2013 in the form of official documents. For a simple short-term entry (typical private visits), usually a short-term C visa is issued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After receiving the visa, the foreigner must enter Ukraine while the visa is valid and according to the invitation. If the foreign citizen has visa-free access for short visits, they may enter without an invitation, but to obtain any visa (for example, for study or employment) an invitation is required.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requirements upon entering Ukraine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When crossing the border, the foreigner presents their passport with a valid Ukrainian visa (or other entry permit). If the invitation was the basis for the visa, it is advisable to carry it as well (border officers may request to see the document or a copy). For safety of stay, it is recommended to have medical insurance with coverage of war risks (this has long been advised by consulates and insurance experts).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, border officers check the availability of sufficient funds (so they can be sure the person can support themselves in Ukraine) and the declared purpose of the trip. If the invitation or other documents raise suspicion, entry may be refused.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Border control typically records only the fact of crossing the border (information is entered into a database). However, the guest must remember the allowed period of stay: visas and invitations often limit stay to 90 days. If a longer stay is intended, an extension (using a D visa and residence permit) must be arranged in advance, or the person must leave the country. Overstaying (exceeding the visa duration) leads to administrative responsibility and fines for the foreigner.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Restrictions and risks<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Duration limit: an invitation is issued for a specific period, and the actual period of stay must not exceed that period (usually 90 days). There are no \u201clifetime\u201d or unlimited invitations.<\/li>\n\n\n\n<li>Host\u2019s responsibility: if the host does not inform the authorities of termination of grounds for the foreigner\u2019s stay (for example, after the guest has left or no longer needs their residence permit), they may be fined under Article 205 of the Code on Administrative Offenses (a significant fine). Violations of employment or registration rules related to foreigners may also lead to penalties under Article 204 of the same Code.<\/li>\n\n\n\n<li>Refusal of invitation or visa: an incorrectly prepared invitation (with data errors, invalid form, or lacking required guarantees) can lead to refusal in visa issuance. In such a case, the foreigner will not be able to travel on that invitation.<\/li>\n\n\n\n<li>Misuse of purpose: an invitation does not grant the right to work or change the declared purpose of stay. For example, a tourist on a guest invitation cannot legally start working in Ukraine without a separate permit. Such violations can result in deportation and entry ban.<\/li>\n\n\n\n<li>Security risks: Ukraine is in a state of war, so before traveling, it is recommended to check the current entry rules (for example, bans for certain categories of foreigners) and follow the recommendations of your own country\u2019s foreign ministry.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Practical tips<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Plan in advance: issuing an invitation may take from several days (notarial) to several weeks (document preparation by the company and waiting for SMS decision). Take this into account when planning your trip.<\/li>\n\n\n\n<li>Check all data: the data (full names, dates, purposes) in the invitation must match passport data without errors. No corrections are acceptable in a ready document.<\/li>\n\n\n\n<li>Copies of documents: make copies of all pages of the invitation and other important documents. Keep them in electronic form (scan or photo) in case of loss. Always carry the original invitation when crossing the border.<\/li>\n\n\n\n<li>Cash and insurance: make sure you have enough funds (bank account or cash) for your stay in Ukraine. Foreign passports and visas often require a valid medical policy, and given the war situation, it is advisable to purchase insurance that covers war-related risks.<\/li>\n\n\n\n<li>Legal review: if your case is non-standard (for example, an ambiguous host status, complex purpose of stay, law changes, or a previous visa refusal), consult a migration lawyer. Errors in visa documents are difficult to correct during the trip.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">FAQ \u2014 Frequently asked questions<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Do I need an invitation if I have visa-free entry to Ukraine?<br>If your country is on the visa-free list (for example, most EU countries, USA, Canada, Australia, etc.), you do not need an invitation for short tourist or private trips. But for a long-term visa (for example, for study, work, or family reunification), an invitation and other documents become necessary.<\/li>\n\n\n\n<li>What is the validity period of an invitation?<br>An invitation is valid for 6 months from the date of issuance (during this time, the foreigner may apply for a visa). At the same time, the actual period of stay is limited by the dates specified in the invitation itself (usually up to 90 days).<\/li>\n\n\n\n<li>Does a business invitation need to be notarized?<br>No. A business invitation is prepared on the company\u2019s official letterhead, signed by the director, and sealed by the organization. A notary is not involved in this case.<\/li>\n\n\n\n<li>Can one invitation be used to invite several foreigners?<br>Usually, invitations are issued individually for each person. Although it is sometimes possible to mention several relatives (for example, a family) in one document, this is not typical \u2013 the consulate may request separate forms and data for each person. It is recommended to issue separate invitations for each guest.<\/li>\n\n\n\n<li>How do I invite my fianc\u00e9(e)?<br>A Ukrainian citizen may invite their fianc\u00e9(e) through a notarized private invitation. It must contain the foreigner\u2019s details, travel route, and purpose of visit (meeting the family, engagement, etc.). The original of this invitation is sent to the foreigner (by courier), and they present it at the consulate and border.<\/li>\n\n\n\n<li>What if there is no entry stamp in the foreigner\u2019s passport?<br>Currently, an entry stamp is not always placed in the passport (depending on country of origin), but information about border crossing is recorded in the electronic database. The invitation is mainly important for visa issuance, not for stamping. Make sure your entry\/exit dates do not exceed the visa or invitation validity.<\/li>\n\n\n\n<li>Where can I get an invitation form?<br>There is no single public standardized form. For a business invitation, the company may use a typical template (provided by migration services or downloaded from official websites). A private invitation is drafted by a notary according to a standard form.
